In fact, last I checked, where /boot and / are is SPECIFICALLY configured into every bootloader's configuration. One as a GRUB configuration value and one as a kernel argument. Leaving either out results in an unbootable Linux. It has nothing to do with early userspace, all it does is make sure the kernel has the base amount of filesystem drivers to boot.
